Option D seems more appropriate : Both the statements I and II are effects of independent causes

This is because both the statements can be seen as effect of some independent causes.

For eg,
Statement I is effect of more awareness about water-borne diseases
Statement II is effect of casualties of last year, due to some wide spread disease, or something government promised before coming into power.

I think both are independent effects because there is a decrease in no of people affected that means there is precaution taken by the authorities to decrease the affected people that means the decrease in no of effected people must be an effect.

It should be Option B because when the government has opened hospital than only there is a significant improvement in water-borne diseases. So the answer must be option B.

Option D will be the right answer has both are effects of something that happened. B cannot be the right answer as hospitals don't prevent diseases they cure it.

@All.

No, option B which is wong as hospitals can only cure a water borne disease and can never control water borne diseases. I think option D is correct.

C is correct!

How can A hospital reduce the number of people affected by water-borne diseases?

Hospital is for a cure and not to prevent.

I think B should be the answer as the government opened hospitals so there is reductions in disease.

I think the answer must be D. As both the statements seems to be the effects of independent cause.

I think the answer should be D. Because both the statements are effects which answer the question.
