Option D seems more appropriate : Both the statements I and II are effects of independent causes
This is because both the statements can be seen as effect of some independent causes.
For eg,
Statement I is effect of more awareness about water-borne diseases
Statement II is effect of casualties of last year, due to some wide spread disease, or something government promised before coming into power.
