Most of the communities in India (such as Bengali) , are succumbed in 'Culture of Poverty' (a theory introduced by an American anthropologist Oscar Lewis) , irrespective of class or economic strata, lives in pavement or apartment. Nobody is at all ashamed of the deep-rooted corruption, decaying general quality of life, worst Politico-administrative system, weak mother language, continuous absorption of common space (mental as well as physical, both). We are becoming fathers & mothers only by self-procreation, mindlessly & blindfold. Simply depriving their (the children) fundamental rights of a decent, caring society, fearless & dignified living. Do not ever look for any other positive alternative behaviour (values) to perform human way of parenthood, i.e. deliberately co-parenting of those children those are born out of ignorance, real poverty. All of us are being driven only by the very animal instinct. If the Bengali people ever be able to bring that genuine freedom (from vicious cycle of 'poverty') in their own life/attitude, involve themselves in 'Production of Space' (Henri Lefebvre) , at least initiate a movement by heart, decent & dedicated Politics will definitely come up.

Many people may excuse that rules and regulation lead to corruption. But in fact, this logic is given by those people who support corruption and don't want to be punished. Rules are always made for the well being of citizens. But since ut is created by humans itself hence it may contain some faults also but after time passes and rules are tested on various platforms than its weak points also emerge and it can be corrected. So its very shameful to say that rules lead to corruption.
Corruption isn't a type of thing which can be resolved only by rules. Society should also have to take it into account. Because corruption emerges from human mind and mind is greatly influenced by society.
Corruption can also be controlled by reforming our education system. Moral education should be taught in schools as a necessary subject since childhood.
Corruption can be controlled by making strict and hard laws like janlokpal etc. It will create a sense of fear in the minds of corrupt persons.
At last, I can only say that corruption can be eliminated by the joint effort of family, society, law, and yourself.

It's not rules and regulations that breed corruption. It's basically violating rules and regulations or not obeying rules and regulations that breed corruption.
For eg, Traffic rules are made to avoid accidents but traffic involved himself in bribery when anyone violates traffic rules and gets caught. Instead of filing a challan the police officer takes some money from the people and thus the corruption is born.
Another example that can be seen especially in India that admission to top government colleges requires an applicant to pass through entrance examination and he must secure good rank in that. But again the ministers, politicians, etc take a lot of money from the candidate to get them admitted to the colleges which itself is corruption. Many higher authorities are involved in this racket. Rules and regulations breed corruption until and unless a proper rule are made and punishment is given to the people who are involved in corruption by breaking these rules. Strict rules should be made in order to stop corruption.

Hello friends.
Very good topic for the discussion. I would support the ideas of those people who are saying that we should have strict rules and regulation to maintain discipline in our country. But my friends I will tell you one thing that we have good rules and regulation in our country but we don't want to follow the rules and regulation. Meanwhile, we always expect that educated people will follow the rules and regulation but they cross the boundary and neglect rules and regulation. So think what can we expect from our uneducated people. I consider rules and regulation will always stop corruption but there is one implication if we people would follow the rules strictly and spread awareness among the people that follow rules and regulation as a honest Indian. This contribution can change our as well our destiny.
We know very well our destiny means our country destiny. We have the power to stop corruption not the leaders because we select the leaders so everything is depend on us.

Hi friends!
In my point of view, there is no Rules and regulations Followed by Our Indian country properly. The higher persons who involved in construction of Rules and regulations they are the first person to break the rules. All the rules are broken by them but we are also involved to break rules and regulations indirectly and directly.
How means people we are living in the competitive world no one worry about his/her neighbor's health and wealth. Every one wants to show him/her power on to the society for such reason he/she do anything in their life. When people wants more and more money they establish themselves on the society via breaking the rules and regulations. But they don't care about poor people.
For that, some rare hard worker's are ignored from the Society. Even though those people are very skilled and knowledgeable, they are not co-operate for break the rules!Such a reason leads to them discarded from society!

Let's consider India to implement the above Topic.
For managing the population of 1.25 Billion, Rules, and Regulations are definitely needed for welfare, security, penalties, law and order etc. But making the framework of Rules and regulations is only half work done. The other half which is equally important is to maintain and regular compilation of working within the framework of Rules and Regulations.
This is quite understood but why are we not able to maintain and compile?
Wherever Human Intervention is present in the system, there will be room for cheating, scams, and bribery. To reduce this, Implement the latest technology, use unhackable cameras to record the activity of Traffic Police, government Officials and making everything Transparent to the public will increase awareness to everyone. This will build strength in a common man to report for a criminal activity with full confidence.

The rules and regulations in this country is important as important in each and every country of this world. The rules and regulations gives us a standard way to do a job in legal and sophisticated way, it helps to control crimes, it curbs the unnecessary money holders( Ex. Tax stealer)and force them to pay back what you have get in a required form.
But now a days these rules and regulations are being misused by rich businessman's, by politicians, by film stars, by govt. officials itself for their own greed and their own need. Rules and regulations defines the whole system and now they are being used for illegal activities in a legal way.
Rules and regulations has bind the hands of people who wants to raise their voice against this, who wants to protest against this.
But now a days these rules and regulations are being misused by rich businessman's, by politicians, by film stars, by govt. officials itself for their own greed and their own need. Rules and regulations defines the whole system and now they are being used for illegal activities in a legal way.
Rules and regulations has bind the hands of people who wants to raise their voice against this, who wants to protest against this.

I don't think that making a lot of rule will decrease the corruption. Rules and regulation should be as least as possible and close to human welfare and more important things is it proper implementation. So, good and few rules with proper implementation can reduce corruption.

Rules and regulations are the most powerful weapon of the people but we are not using in proper way because everyone having a lot of pressure and works in daily life in that we can cross the rules and regulations we will be pay in the form of bribe we have telling nice be use rules and regulations when it comes to me is it okay to take bribe that is the case we need to get corruption less India we have to do something we can use the technology who are not follow rules and regulations just be enter the name of person in the list we take action against him some amount will be deducted from his salary by govt.
