Every coin has its opposite side. Rules and regulation bind human society a vary good well defined level of norms and system. But story has some militants that finds loophole of system and break rules for their convenience matters.

When rules get too strict, they break by themselves. So they must be set in such a way that they can be practically practiced.

Eg: Not only in case of corruption, for students, if college is too strict, they bunk classes.

Corruption is like a speed breaker which retards the rate of development of a country. So, strict rules are needed and should be enforced.

Corruption is world wide disease and transpiracy vaccination is cure.

Corruption leads to misuse of rules and regulation. Because now a day people in society thinking for ourself only even small thing also.

Rule and regulation is not reason of the corruption but the reason of corruption is improper implementation of rule and regulation.
