I am not agree with the title of topic. Rules and regulations are meant for human welfare. Sometimes we may think that how hard is it to follow the rules but it is the fact on that time we are only thinking about ourselves. To make a system working properly there is always a need of rules and regulation, otherwise it could not be worked properly.

For example if while standing on a red light we are thinking that it is a just wastage of time then we must think about the time we will have to spend in a traffic jam without traffic lights.

Rules and regulation are necessities for effective run of government bodies.

As on another hand without analysing of people's view of seeing on rules and how much importance should given to the rules?

Leads to corruption due to forcefully applied by authority and releases them in favour of corrupt money.

Example is police forced citizen to wear helmet though it is not that much of preliminary according to citizen.

By violating law police asked fine to them and let them go with 50Rs instead of 100Rs without providing receipt.

When rules get too strict, they break by themselves. So they must be set in such a way that they can be practically practiced.

Say in roads if there are no rules then what will happen. What if no queue system in counters.

Just to make rules is not enough. Proper vigilance is also required. Making rules and forgetting is of no use. Judicial and legal system should be strong enough to check that whether these rules are being followed or not and people who break these laws should be punishable with in proper time.

Rules and regulations are good for society but strictness to follow these rules should also necessary if strictness is not present then rules and regulation breed corruption yes In Pakistan many rules and are present but strictness is not present and as a result you can easily see that almost everyone is doing corruption if strictness would present in our society than no one can do corruption at last rules and regulations does not breed corruption absence of strictness does.

Rules and regulation must be acceptable and logically applicable for everyone. If it is strict too much then it will be corrupted. For example when a family strict too much then it was heard that there son or daughter left home and gone with his or her lover. Without rules and regulation the country become a jungle. At first required to change myself and then change our surroundings because public makes a man leader of our country who generate to all of us.

Regulations create opportunity of circumventing them. For example- you can't bring gold into country. Well almost! This creates a scope for gold smuggling. This further leads to connivance between opportunity exploiters and law implementing agencies. Regulations are tools for biasing resources to monopoly. Regulations are tool for usurping public property. Regulations are scuffles for common men.

Rules and regulations are required in every sphere of human life to have a decent programming life,wether it is professional or personal.after all we all are goin 2 b a part of dis corporate world n do u thnk dis corporate wrld wld ever function without proper rules n regulations.
but rules n regulations should not be made so strict that it would disturb the hapiness of the person concerned.

As far as I concerned rules and regulation are made to make our life easy and disciplined. A discipline person can do in positive manner whatever he desire and his circumstances. Because they are only rules so that we are safe and secure from bad activities which are very dangerous for our life. So we should be in side the boundary not should make our destination so hard and disgusting.

what I feel, there is a single factor dat gives rise to corruption and dat factor is greed.
People are keeping this factor in their mind.
So they are violating the rules and regulations. Why Govt orgs. are corrupted today?
Because we people are paying bribes to get flat allotment, for gas connection and even for a electric metre or anythingelse dat is required from the govt.

Rules and regulations are good for the people and society, but in India we have rules only there is no proper implementations, moreover no correct and strict punishments for bribers, if the government take strict action on corruption then only India is developed country, up to that extent India always developing country. In my opinion punishment only stops corruption.
