F is the answer because electronegativity increases across the period and decreases down the group. Fluorine has a value of 3.98 from Pauling scale which decreases down the group.

Flourine is d most electronegative because its outer most shell has 7electrons which therefore makes it react easily with other elements in other to achieve an octet structure.

As atomic number increases the force of attraction b/w the nucleus and the outer most shell increases. So it gains electrons from other elements and become electro-negative.

Fluorine has higher electro-negativity due to high polarity of fluorine atom. Polarity ratio charge. And size. So inversely proportional to size, smaller size high polarity.

Because it needs one more electron to complete its octet state and that is why it is an electronegative element. It is also because it reactive state of accepting electron.

Because F is 17 group i.e. halogen group. F is very small size than octet to complete is one electron gain. Thus Fluorine is most electronegativity than other element.

As we go in the periodic table from right to left electonegativity decrease and as we go from upper to down in the periodic table electronegativity increase.

In flurine outer shell becomes 7 electrons. Hence one electron accepts from any element its outer shell will 8 electrons. So it is electronegative element.

Electronegative means tendency to attract electron. Electronegativity increase with increase in nuclear charge. Due to this fact option C is right answer.
