The reason is that flourine is to the right in the periodic table, as we know that when we move from left to right in PT electronegativity increases.

Its size is small and has high attraction between nucleus and electron so it gain electron of other element very quick and become negatively charged.

Most electronegative element is F. No, it is not the element with highest electron with highest electron affinity because of its very small size.

Whenever an electron is gain it becomes negative it now has a charge of-1 and fluorine gain electron to become stable so it is electronegative.

Fluorine is more electronegative because its ion is -1 while oxygen is -2. The lesser the electronegative charge the more electronegativity.

Since the a flourine have smallest size and require 1 elec to complete a outet state.as we move R-L of periodic table electro-neg decrease.

Because fluorine is the only element that accepts 1 electron to complete its outermost shell therefore making it highly electronegative.

Fluorine consists of negative oxidation states than other halogen elements. So that it considered as the most electronegative element.

The electronic configuration of oxygen is 2, 4. So it can accept 4 electrons to fill up its outermost shell making it more negative.

Fluorine has smallest in size for complete its octet it is use one electron in outer most cell so it is greater electronegativity.
