Potential energy means the energy which we can get without any motion device.

Kinetic energy means the energy which we can get from any motion.
Eg: wind energy, moving water energy for making electricity etc.

So battery provides energy without any motion i.e. static.

So it potential energy.

the electrons formed due to chemical combination are at higher potential at cathode and thus find a path to return to a lower stable state, thus forming a potential difference between Cathode and Anode.
