Potential energy means the energy which we can get without any motion device.
Kinetic energy means the energy which we can get from any motion.
Eg: wind energy, moving water energy for making electricity etc.
So battery provides energy without any motion i.e. static.
So it potential energy.

Because the battery stores the energy stationery until it is connected to a circuit.
