12 flip flops = 2^12 = 4096.
=> 20.48*10^6=20480000.
20480000/4096 = 5000 i.e., 5 kHz.
=> 20.48*10^6=20480000.

12 flip flops indicating 2 power 12 counter i.e 2 power 12 = 4096;
20480/4096=5 khz.
