It is 16/(0.8*0.8).

Depth of water after losses =x -x/5=4x/5.
Again Depth of water after losses=16*(100÷80)=20cm.
So, 4x/5=20, x=25 cm.

But @Rosh.
Here the water depth is asked for 80% efficiency so 20cm is enough. Don't it is?

@Anil.
What if efficiency is 80% and conveyance losses is 12%?

Crop water requirement ETo = Gross irrigation requirement*Irrigation efficiency.
So 16*80% = 10.4.
So 16*80% = 10.4.
