(100-Efficiency) / (100-Loss) = 0.25.
0.25 x 100.
= 25cm.
0.25 x 100.
= 25cm.

Let depth at canal be x then 20% loss = x - 20% of x = 0.8x,
From 0.8x only 80% taken by soil that equals 16cm in depth,
So,
80% of 0.8X = 16, Solve x=25.
From 0.8x only 80% taken by soil that equals 16cm in depth,
So,
80% of 0.8X = 16, Solve x=25.

The answer here is 20 cm because the depth required at the outlet is asked which is 16/(1-0.2) = 20 cm.
Mistake:
Depth of water at the inlet=20/0.8 = 25 cm.
We might mark an answer as 25 cm but as it is asked at the canal outlet, so 25 cm is not the answer.
Mistake:
Depth of water at the inlet=20/0.8 = 25 cm.

For 80% conveyance efficiency, depth=16cm (means here 20% loss as given in Qs.)
For 100% Conveyance efficiency Depth would be = ((16/80)*100) = 20cm.
Now for 80% irrigation efficiency( as given in QS.) and for 100% conveyance efficiency(as we have calculated above) is =20cm.
=> for 100% irrigation efficiency and 100% conveyance efficiency the required depth will be= ((20/80)*100) = 25cm.
For 100% Conveyance efficiency Depth would be = ((16/80)*100) = 20cm.

Depth of water required considering conveyance losses = 16/0.8 = 20 cm (20% is lost in conveyance means only 80% in reached. So we have to provide more depth of water).
Irrigation efficiency is 80% (means if I provide 20 cm depth of water then only 80% land will get irrigated).
To make 100 % irrigation, Depth of water from canal outlet = 20/0.8 = 25 cm.
I hope its clear.

(100-800)/(100-20) = 0.25*% = 25cm.

16*.80= 12.8 efficiency,
16*.20= 3.2 loss,
16+(12.8-3.2)=25.6~25.
16*.20= 3.2 loss,
16+(12.8-3.2)=25.6~25.

Overall efficiency (water application efficiency*conveyance efficiency) = {water actually stored to the root zone/water delivered to the field}.
Therefore,
0.8 * 0.8 = 16/x.
So, x = 25cm..
Therefore,
0.8 * 0.8 = 16/x.
So, x = 25cm..
