"Excavation Of Footing" indicates the Activity. So here no matter there is an arrow or not.

So according to me option C fulfill all criteria.

B is wrong because there is no arrow-head that would tell which is a head event and which is tail event.

A is true but C gives more detail in addition to A. Thatss why it is preferred over A.
