70% material must be available at site, rest 30% we can procure. If it imbalanced then cost of the project and completion of the project will directly affect.

Its can vary for building construction but the rule must follow in road construction.

Procurement of materials for a construction site is about (2/3rd) of material stored at the site itself and (1/3rd) of material is procured somewhere else.
