LHC has a slower rate of hydration and achieves the same strength as OPC in 3 months whereas PPC attains the same strength as that OPC but doesn’t take that much time.
Thus LHC is the answer.

Low heat cement is used in massive concrete like dams therefore to reduce heat of hydration LHC concrete is used which have low strength in the beginning but gains same strength of opc after 3 months.

PPC including GGBS has to attain higher strength at longer-term comparing to OPC. I think it has to change three months to three days.
