Let me explain to you how.
Take mean size as reference( suppose 100mm).
Flaky aggregate has the least dimension less than (0.6)60% of the mean(i.e less than 60mm).
Elongated aggregate has a length of more than (1.8)180% of the mean(i.e more than 180mm), which is almost twice(1.8=2) of the MEAN. Please don't confuse it with thrice of flaky aggregate(0.6 x 3=1.80). Focus on the reference which is MEAN.

First of all. It's either 2 nor 3.
Flakiness and Elongation are not released to one other. Flakiness depends on the width of the aggregate and Elongation on length.
For Elongation, the length should be more than 1.8x of the mean size.
So exact the answer is 1.8,
1.8<2.

Given answer is correct. Because there is no relation b/w flaky and elongation.

C is the right option, The size of flaky aggregate is 3/5 =0.6 as well the size of an elongated particle is 9/5 = 1.8.
When we multiply 0.6 with 3 then the answer is 1.8 which is the size of an elongated particle as mention in the question. So option C is correct.

It is clearly mentioned that the flaky aggregate, not the FLAKINESS INDEX is equating to the ELONGATION INDEX.
For a flaky aggregate, there should be a FI and EI.
Hence, FI= 3/5 of mean size and EI= 9/5 of mean size.
