As per ACI, Minimum percentage of water for hydration of cement is 0.4.
50 x 0.4 = 20 kg.
50 x 0.4 = 20 kg.

Because of volume of cement is 0.035m3. And density of water & cement are different.

As per knowledge,
50 * 1440/1000 = 33.722 (Since 33.722 = 35 l).

Total % required is 38%. So how 35kg. Also 1 bag cement = 50 kg.
