I think as per IS Code maximum w/c ratio allowed is 0.5.

Answer is correct but it should be 35 liter not 35 kg.

Exactly for normal concrete 22.5 liters are required.

W/c ratio should be 0.42.
So 0.42 * 50kg = 21 kg.

50/1440(density) * 1000 = 34.722 = 35.
