Weight = Unit Weight x Vol.
Water Unit Weight = 1000 Kg/m3.
But Cement Unit Weight = 1440 Kg/m3.
So, 1000 Kg Water = 1 m3 Water.
But, 1440 Kg Cement = 1m3 Cement.
So, I think Option B is Correct. Weight of Water to Weight of Cement.
