According to the size of the container, the volume will change.
Bulk density means the weight of soil to the unit volume. In this unit volume means container volume. If we change the volume bulk density will change.
Why the size and shape of container do not depend on bulk density?

Bulk density is defined as the dry weight of soil per unit volume of soil. Bulk density considers both the solids and the pore space; whereas, particle density considers only the mineral solids.

The shape and size of container does affect the calculation of bulk density practically, thus Indian standards have specific containers used, on the basis of trial and error methods.

Bulk density is dependent upon the properties of the aggregates which are the size, shape, specific gravity of aggregates. It is independent of the container.

Because size may be vary not fix the for the same volume.
Ex cube for 2m side each equal to cuboid of 4*2*1.
