You need 1500 gm of water to make cement paste of 1875 gm i.e. you have 375 gm of cement. Hence, theoretically, NC of your Cement is 400%. Which is too much for any cement available in the market.

(1875-1500) = 375,
375/1500 = 0.25,
0.25 * % = 25%.
