You need 1500 gm of water to make cement paste of 1875 gm i.e. you have 375 gm of cement. Hence, theoretically, NC of your Cement is 400%. Which is too much for any cement available in the market.

W = QUANTITY OF WATER ADDED,
C = QUANTITY OF CEMENT USED,
P = (375/1500) * 100.
ANS = 25%.

SIMPLY MULTIPLY THE OPTIONS TO GET 1875 BY % LIKE 1.25 * 1500 = 1875.
So, 25% IS RIGHT.

Hence. % of wt =1500/375,
=400%.
This answer only according to question.
But original. (375/1500 )100 =25%.

375/1500 = 0.25,
0.25 * % = 25%.
