Winner vote = 11628.
20400/100 = 204 (1% of votes),
20400/10 = 2040 (10% of votes)(204 * 10 = 2040),
20400/2 = 10200 (50% of votes)(204 * 50 = 10200),
60% of votes = 50% of votes + 10% of votes = 10200 + 2040 = 12240.
The result is 11628 <12240 (answer is 57%).
Winner vote = 11628.

11628-10200 = 1428.
1428*100/20400 = 7.
50+7 = 57.

Simply we can judge by given choice that winning percentage should be more than 50%. Which is close to 57%. It will be the answer. It all about practice.
