In this type of questions we can go through options carefully and can judge 57% as ans instead of caluclating that big numbers/ 50%20400 is 10200 and total is near to that..

50% of 20400 = 10200.
11628-10200 = 1428.
1428*100/20400 = 7.
50+7 = 57.

Simply we can judge by given choice that winning percentage should be more than 50%. Which is close to 57%. It will be the answer. It all about practice.

Total Votes = Sum of Votes of all Party (First party+Second Party+Third Party +.....+n).
But in this question, there are three party.
So add only three party.
