When compared to all, the 3 votes given in the question majority is 11628. So it should take in the numerator.

For quicker calculation, after finding the sum(20400).
use trial and error, we know that,20400 x A/100 = 11628.
204 x A =11628,
4*7=28 last digit 8,
thus, 57 is the answer.

Here you can use trial and error method,

Total votes 20400..
winner or 3rd candidate has votes of 11628.
So, 20400*57/100,
= 11628.
