11,628 as 11,600 and 204 as 200.
11600 รท 200 = 58.
When we multiply 204 with 58 we get 11,832.
Again, multiple 204 with 57 we get 11,628.
And the answer is 57.

Total vote = 20400.
Winning Candidate vote percentage = (Winning Candidate vote/total vote)*100.
==>(11628/20400)*100.
==>11628/204.
==>57%.

When compared to all, the 3 votes given in the question majority is 11628. So it should take in the numerator.

For quicker calculation, after finding the sum(20400).
use trial and error, we know that,20400 x A/100 = 11628.
204 x A =11628,
4*7=28 last digit 8,
thus, 57 is the answer.
