Here you can use trial and error method,

Total votes 20400..
winner or 3rd candidate has votes of 11628.
So, 20400*57/100,
= 11628.

x*20400/100 = 11628.

By solving we get x=57% which is the required answer.

They consider votes of the third person as a winner because the third person got the highest votes. In generic life who gets highest votes that one is the winner.
