Let % of vote x.

Then.

(x/100) * 20400 = 11628.

x = (11628 * 100) / 20400.

x = 57.

Total number of votes polled = (1136 + 7636 + 11628) = 20400.

Winner vote = 11628.

20400/100 = 204 (1% of votes),
20400/10 = 2040 (10% of votes)(204 * 10 = 2040),
20400/2 = 10200 (50% of votes)(204 * 50 = 10200),


60% of votes = 50% of votes + 10% of votes = 10200 + 2040 = 12240.

The result is 11628 <12240 (answer is 57%).
