50% of 20400 = 10200.
11628-10200 = 1428.
1428*100/20400 = 7.
50+7 = 57.

Simply we can judge by given choice that winning percentage should be more than 50%. Which is close to 57%. It will be the answer. It all about practice.

Total Votes = Sum of Votes of all Party (First party+Second Party+Third Party +.....+n).
But in this question, there are three party.
So add only three party.

There is a clear point in question like, we have to calculate the winning percentage only. We have already know 3rd contestant has got highest votes. So we have a formula like.
(Number of votes won by the contestant)/(total number of votes won by all).
As we know we are calculating percentage so multiply with 100.
