I think train doesn't require engine. For example, maglev trains don't have an engine. But they require rails so rails are important.

A train always had an engine because it will not work if engine is not there. And in this question the had asked that what a train has and a train runs on rails, but it is not equipped with a rail it self.

With automation, the need of driver & guard can be eliminated. Railless trains running on magnetic levitation are/were to be launched in Delhi. But, even if an engine of mechanical parts is replaced by complex electrical circuitry, it will still remain an engine. So, option D.
