Without an engine a train can be, but without rails a train can't be. So I say the answer is 'rails'.

Bullets trains are run by electromagnetic effect. They do not require engines. But without rail, train is not called train bit vehicle.

Train does not have rails. They run on rails. (they use them but the don't have it).
