Some thieves are criminal but all thieves are criminal it's not possible. Because thieves who steal things or criminal who kill any person. So, I prefer options 'C' is the right answer.

All thieves are criminals but all criminals aren't thieves and the Judge dealt with them so it could be 'D'.

I think it should be C. Because a thief is a criminal. But the judge can't relate with them.
