Why their cannot become a criminal? And according to this B is correct option but I think C is also correct.

Theft is a crime. So thief is a criminal. Hence option D.

InFact it is option D only. we have to make the relation not differentiate. Relation comes whether its thief or criminal only judge will decide their punishment.

P.s - We have been asked for best relation.

It Can be Option D also. Because Judge gives judgement for both Criminal & Thieves.
