Some thieves are criminal but all thieves are criminal it's not possible. Because thieves who steal things or criminal who kill any person. So, I prefer options 'C' is the right answer.

I think it should be C. Because a thief is a criminal. But the judge can't relate with them.

The answer is obviously B.
It is simply explained as, Criminal is an umbrella under which thieve comes and it is not civil in nature, thieve is part of the criminal. Judge is different personality altogether.
