InFact it is option D only. we have to make the relation not differentiate. Relation comes whether its thief or criminal only judge will decide their punishment.

It Can be Option D also. Because Judge gives judgement for both Criminal & Thieves.

Thieves: don't use violence to steal things.
Criminal: use violence or damage others or kill any peson.
*Some thieves may be criminal and judge is completely different.
I think the correct answer is Option C.
