Because time is only moving ahead ! so when we say between 1 to 2 hours, that means we assume only 1 hours not 2 hours.

Clock has to strike this 7th line which It is last '|'. It takes 7 sec is given. In this situation intervals are 6.
|(1st interval) |(2nd interval) |(3rd) |(4th) |(5th) |(6th) |
We have to strike it to ten, so we will get 9 intervals as explained above.
For 6 interval it takes 7 sec, then how many secs for 9 interval?
(7*9)/6 is the answer.

Why are we considering it from 1 and not from 12?

10.5 seconds.
The timer will start only at the first strike. So, the first strike really doesn't count. So, in striking 7, the 7-second interval is for the last 6 strikes. Since the strikes are spaced uniformly, it means each 3 strikes take 3.5 seconds.
To strike 10, it needs 1 + 3 + 3 + 3 = 10 strikes, which will require 0 + 3.5 + 3.5 + 3.5 = 10.5 seconds.

6 interval = 7.
1 interval = 7/6.
9 interval = 7/6*9= 10.5.
1 interval = 7/6.
9 interval = 7/6*9= 10.5.
