1 interval = 7/6.
9 interval = 7/6*9= 10.5.

The timer will start only at the first strike. So, the first strike really doesn't count. So, in striking 7, the 7-second interval is for the last 6 strikes. Since the strikes are spaced uniformly, it means each 3 strikes take 3.5 seconds.
To strike 10, it needs 1 + 3 + 3 + 3 = 10 strikes, which will require 0 + 3.5 + 3.5 + 3.5 = 10.5 seconds.

Because time is only moving ahead ! so when we say between 1 to 2 hours, that means we assume only 1 hours not 2 hours.
