It's given that all died except 9 which means we are only left with 9 because all sheep died except these 9. Another way is 17-x=9 i.e x=8 means 8are dead now deduct these 8from total 17-8=9{live}.

In the question, clearly told that all means all 17 Sheep but nine died it means 8 sheep remain alive.
