17-9 = 8 are dead so alive is 9.
or except 9 everyone R.I.P so, the answer is 9.

Yes, 9 is the answer.
According to the question, all but nine died.
All sheep 17.
9 not died.
Similarly 17-x=9,
17-9=x,
8=x,
17-8=9.
Answer is 9 sheep.

This means all died but 9 remained < all but 9 died > here but means all except 9 died which means 9 are alive.

In the question, clearly told that all means all 17 Sheep but nine died it means 8 sheep remain alive.

It's given that all died except 9 which means we are only left with 9 because all sheep died except these 9. Another way is 17-x=9 i.e x=8 means 8are dead now deduct these 8from total 17-8=9{live}.
