According to me, the solution is;

See 14, 9 and 26 are composite number then the next number should be composite. This means 31 and 13 cannot be an answer.

If I calculate,
9*2= 18-4 = 14.
Hence,
15*2= 30-4 = 26.

Yes @Meenakshi you are on right track.
See for the first pair we have 9.
So it can be 9+9 = 18-4 = 14.
So now instead of imagining a new no. Lets try out the given options in the same way.
15+15 = 30-4 = 26 so 26:15 the correct answer.
This is how the given explanation can also be interpreted.
