After the doubt, that should not be used. Only 'if' or 'whether' should be used.

Here 'whether' is appropriate.
'if' is used for future tense.

eg: I doubt if Ravi will come.

Here using "if" is wrong. Because If we are using any sentence with "if", it should be followed with some other subordinate clause.
Example: If i am a minister, I ll be doing this.
If i had 1 crore, i would have buy this house.
So using 'whether' is correct.

This sentence is in indirect speech. If is used mainly for interrogative sentences. So here expressed should be followed by that.

When expressing doubt, if /whether is used. Therefore, the sentence is correct. If the member is sure that the minister is an atheist, he can 'declare' that.

Here the minister "doubted", means he wants to express his doubt.

"One of the members asked if the Minister was an atheist". Is correct.
