A is correct because we are talking about one member which is there among all the members.

"One of the" is used to select one person from a group of persons. Like "One of my FRIENDS".

"Doubt if" is incorrect.

"Doubt whether" is the correct phrase when expressing uncertainty about something.

"Doubt that" means you believe something is not true.

"Doubt whether" means you are uncertain.

Here the sentence shows uncertainty, so “whether” is required.

Correct answer is "One of the members expressed doubt whether the Minister was an atheist".
