After the verb 'doubt', 'that' should not be used. 'if' or 'whether' should be used in its place.

It has redundancy in using extra word expressed. We have to use doubted instead.

Since there is already "express-ed" is used there is no need of doubted.

That is correct because the person is in doubt and he is expressing not asking.
