The mistake is we can't use if in a declarative sentence. That is used.

And this concept is from direct indirect speech.

This sentence is in indirect speech. If is used mainly for interrogative sentences. So here expressed should be followed by that.

"Doubt whether" is the correct phrase when expressing uncertainty about something.
