A dearth of opportunities means a lack of opportunities. However, the real sense of the aforementioned sentence is that the Luminaria has no dearth of opportunities, means they have all opportunities to show their talent, while the upcoming dancer lacks them.

A dearth of opportunities means they have less opportunities to show their art, as luminaries don't have more chances how can upcoming dancers can suffer. This is the meaning.

Yeahh... I'm a bit confused too... But if this answer's correct, may be its because of the word "while". The word "while" is sometimes used to represent 'opposites'.
For example: while they were working hard, she was busy enjoying her life.
