I look forward to meeting you is correct. This may be misleading because the word to can be used in two different ways. "To meet" is an infinitive, as in "I want to meet you". But in the phrasing, "I am looking forward to [something]", "the word to is a preposition, and part of the phrasal verb "to look forward to".

"Looking forward to meet you here" - The given sentence seems correct. I do not think there is a mistake in any of the four options.

Yes, its wrong. No such thing as To meeting.
