Whenever we say "In my opinion" we always talk about general things not particular. So it should be "In my opinion a balance sheet".

In my opinion the balance sheet exhibits a true and fair view of the state of affairs of the bank.

This sentence contains two verbs : exhibits and affairs. It's got only one clause which makes sense on it's own, and the spellings are correct.
