"All his relatives except his daughter to have gone on a month's vacation tour" does not make sense when read together. Instead of except if expect is replaced the sentence makes sense.

In place of have there will be has as we consider always the nearest form to the verb. And here his daughter is singular so we should use has instead of have.

Yes brother to is not necessary here, option D is right answer because on a month vacation is a right sentence not on a month's vacation.

"to" is not essential here according to me the correct answer is no error since when to is added to the sentence it doesn't make any sence.
