@Vidyadhar you are not correct because you are using present tense along with past tense. It could be either prevails or is still prevailing.

Hey! here sentence is beginning with "though" which shows that" yet" should be come with prevail, because though and yet comes together.

Here still is used in the sentence, which mean its continuing, it is in present tense, so using prevails or prevailing is appropriate.

Has been means now the action is in practice.
Still means same meaning.

The word 'still' indicates present tense so we have to use prevails not prevailed.

I think the 2nd option is wrong, "has been banned" We have to use "was banned".

Prevails is simple present tense. There is no need for using still prevailing.
