I think the 2nd option is wrong, "has been banned" We have to use "was banned".

Has been means now the action is in practice.
Still means same meaning.
So prevails or is prevailing is good to use here.

Prevails is simple present tense. There is no need for using still prevailing.

The word 'still' indicates present tense so we have to use prevails not prevailed.

Yet the custom prevails among some groups in India. I think this is the right answer because ' Though' is followed by 'YET'.

There is no word such as 'banned'. It is 'ban' even if used in past tense.
