I think a would be the answer because many is a indefinite pronoun which is always used for plural forms so instead of has there should be have.

According to the concept of parallelism it should be " the end of the world is certain" rather than the end of the world will be certain.

I think that 'will be certain' is correct because it is 'if' the nuclear war breaks out. It is a condition.
