I think option D is the correct choice as it can be said as an answer to a question asking "Why is Ram absent from his duty?".

"why" is used to justify "because", so there will be no redundancy error.

"The reason why" is always folowed by "that". Here in sentence 'a' "why" is absent so we have to put" why" in it, but sentence 'c' is also not right as per rule.
